California enacted AB 1738 on September 18, 2026. Starting January 1, 2028, many local jurisdictions must offer homeowners and contractors the option to request remote inspections for eligible projects on one- or two-family homes; certain smaller jurisdictions have until July 1, 2028. Covered work includes residential reroofs, photovoltaic systems rated 15 kW AC or less, and energy storage systems. Inspectors retain authority over how inspections are conducted and whether more information or an onsite visit is needed.
For 2026 projects: do not assume remote inspection availability, automatic permit approval, or permission to energize a system before utility interconnection approval.
