For many SCE-served Los Angeles homeowners, solar can still be worth reviewing under the Solar Billing Plan, especially when the design emphasizes self-consumption and storage. Export credits vary by time and tariff, so actual economics depend on usage, roof, system design, battery strategy and rate plan. LADWP customers should be evaluated under LADWP’s separate net-metering rules rather than SCE’s Solar Billing Plan.
