PSPS (Public Safety Power Shutoff) events are pre-planned utility outages designed to reduce wildfire ignition risk during extreme fire weather — high winds, very low humidity, and critically dry vegetation. SCE has implemented PSPS across much of its LA County and Orange County service area. LADWP has also conducted planned outages in high fire-risk communities it serves.

  • Duration varies widely. PSPS events can last from a few hours to 72 hours or more, depending on fire weather forecasts and when utilities can inspect lines before restoration. Multi-day events are common in foothill and canyon communities.
  • High-risk communities. Foothill and canyon communities across LA and OC are most frequently affected: Malibu, Topanga, Pacific Palisades, Altadena, La Cañada, Anaheim Hills, Yorba Linda, Trabuco Canyon, and others. SGIP’s High Fire Threat District mapping identifies Tier 2 and Tier 3 areas.
  • Fuel and generator limitations. During regional PSPS events, gasoline supplies can run short and generator noise and exhaust make prolonged indoor operation impractical. Battery + solar can reduce reliance on those constraints, depending on system design and available solar production.

  • Battery can store energy before PSPS hits. When SCE announces a PSPS event (typically 24–48 hours ahead), the Tesla app can maximize battery charge before the shutoff begins. The battery enters backup mode the moment grid power drops.
  • Solar recharges during the day. With the right inverter configuration, solar panels continue generating during a grid outage (island mode) and recharge the battery. Each sunny day during a PSPS event may extend backup duration, depending on load management, battery capacity and solar production.
  • Load management extends backup. During a multi-day PSPS event, managing which loads run simultaneously — not running large loads at the same time, for example, can help extend runtime. The Tesla app can show battery level and estimated time remaining.
  • No noise, no exhaust, no fuel. Battery backup operates silently and does not produce exhaust, making it usable indoors and respectful of neighbors in densely-built LA communities.

California’s Self-Generation Incentive Program (SGIP) has included resilience and equity pathways for qualifying battery storage and paired solar plus storage projects, but rules, funding, budget categories, and application requirements change. Eligibility should be confirmed for the specific address, utility, customer, equipment, and application window.

  • Who may qualify. Wildfire exposure, PSPS history, income rules, utility territory, battery size, and program category may affect eligibility. Do not rely on fire-risk designation alone.
  • No guaranteed rebate. SGIP rebates depend on reservation window, available program funding, battery size, documentation, demand-response requirements, and current program rules. Rebates are subject to program administrator approval.
